Question about the Immaculate Reception

I was on You Tube looking at film of the "catch". Then watched a more in-depth look and analysis from NFL Films. A guy there said according to the rule book at the time, the pass should have been ruled incomplete immediately once Harris touched it, since it was first touched by another Steeler.

I don't know that I ever heard that this completion was questionable. Is the same rule on the books today?

And by the rule book...was this a TD....or an incomplete pass?
