The difference between collegiate and professional athletes

According to the NCAA sports contract concerning amateurism, an athlete is considered a professional if they are paid in any form or accept the promise of pay for using your athletic abilities in any type of sports contest. If this is the definition of a professional athlete, the NCAA has to allow all current and professional athletes to participate in NCAA Sport events. My question is the players in the NFL and USFL who left early and who got cut, should have college eligibility. Mike Rose, Hakeen Butler etc.
