State of Iowa is looking to save money by selling Prison Farms?

Article today in the Gazette about the Governor looking to downsize the government and sell some assets. I think this is a good idea, Iowa seems to have way to many public employees for a state this size. However, they are not focused on the huge recurring charges, they are talking about selling off the prison farms, which is a drop in the bucket and will save money only once. I think the state needs to eliminate major portions of the government.

Step 1, eliminate the Iowa senate. we have 100 house seats and the senate is 50 seats. Seems silly to have both, don't see any real reason for both. Can anyone explain why we need both?
Step 2, eliminate most counties. We have 99 counties because they wanted people to be able to travel to their county seat by Ox cart in a day. Personally, we could probably get by with 10 counties. Don't need to have 99 of everything. 90% of Iowa counties hit their peak in 1900, and have declined ever since. When we have whole counties that are smaller than Hiawatha, that is just stupid.
Step 3, eliminate about half the schools districts in Iowa. Even in the CR area, it is stupid to have at least 4 different districts in the metro, CR, CC, Marion, Linmar plus others. We have to pay for 4 School district superintendents and boards in the Metro area.
Step 4, wasteful duplication. How about the IC metro area with 3 completely separate public bus systems? How freaking stupid.

There is just so much inefficiency with the way our governmnet is set up in this state.
