If we add 8 teams from the PAC with the best value, I would make scheduling work by creating 4 five team scheduling pods as follows:
NW pod: Cal, Stanford, UO, UW, and Colo.
SW pod: UA, ASU, UU, BYU, and TT.
North pod: KU, KSU, ISU, UC, WVU.
South pod: TCU, Bay, Houston, OSU, and UCF.
For FB, 10 game schedule with 4 in-pod games and 2 from each of the other pods.
For BB, 20 game schedule with home and home in-pod games and playing 4 of 5 teams in the other pods. A bit radical with missing teams but creates some intra-pod identity.
My idea in effect creates 4 mini-conferences with a scheduling arrangement.
