Looking at the possible sites out west and they are Spokane and Denver. Oregon easily will be seeded in Spokane. Each of these cities will get 2 teams from the top 16. So that leaves 1 spot in Oregon and 2 in Denver. Utah is 550M fro Denver and 725 to Spokane. Would they possibly put Utah in Spokane instead of Denver? Honestly, the only logical western team to fill out Spokane is Utah. If they don;t go there, then somebody from the east will get screwed, and that will likely by an Iowa team.
This is why the NCAA needs to redefine the regions, the West region does not deserve as many cities as they get. I would prefer something more on the lines of maybe a Northwest and a Southwest region with both extending to roughly the Mississippi river. That way we could have the western region cities be mostly in the midwest, much closer to where the schools are. Chicago, Minneapolis, Des Moines, KC, St louis, could all be northwest, cities in Texas and Oklahoma could be southwest.
