Rev share contract question

Wonder how ISU is handling rev share contracts as it relates to recruiting. Do we have them sign agreements once they “commit” or will we wait until they actually enroll - or sometime in-between? Not sure there are any rules on the timing of these contracts - could conceivably put more teeth in “verbal” commitments I suppose.
