I think the impact of recruiting is a little overblown when evaluating impact on expansion. My list of factors would have it down the list a bit.
1. Enhance stability and reputation. (Could be separated but closely relatedl
2. Increase Revenue potential.
3. Balance schedules.
4. Reach new markets (footprint)
5. Actually doable vs pie-in-sky.
6. Recruiting territory
I hope someone (who actually counts) has an actual advantageous set of criteria to use as evaluation standards.
