In the Top 16 overall seeds, when placing conference teams in separate brackets, if the preliminary seeds have conference mates ending up in the same region, do they shift a team up or down 1 or 2 seeds in the top 16 to get them in to different brackets? For example:
Duke #1 in the South, should be pared with seeds 1,8,9,16. Today that would be (1)Duke, (8)Michigan, (9) North Carolina, (16) LSU . Since Duke and NC can not be in the same region, do they just move NC to another region, or do they change their seed up or down which then results in NC being placed in another region? So to get NC to a different regions, they change their overall seed to 10 for example? And (10) Texas Tech be comes (9)?
