I've been obsessively tracking COVID nationwide and in states I'm interested in for months now. Iowa's recent "spike" in cases is extremely suspicious, especially since the numbers returned to normal shortly afterward.

When I google August 28 COVID cases, I find this piece:

From the article: "The number of positive cases has increased due to the Iowa Department of Public Health including antigen testing results in its COVID-19 reporting."
Did IDPH dump a bunch of stale positives into the reports all at once without attempting to back-date them, or was there a real spike? If so, how many people were involved in the decision to "juice" the numbers this way?
Did they invent a spike? Did we cancel football attendance based on this?
