Crazy story... Mom faults the Baltimore school district (probably an easy target) but the kid was late or truant 270 days over his first 3 years. Mom just thought he was progressing but apparently he wasn't... I know the school district obviously sucks, but aren't parents supposed to be the the first line on this sort of thing?????
