Johnny's Project in Hilton - Question for contractors

I see the Johnny's Renovation contract award is 5/1/2015 but the bid date is 5/14/2015. I'm not sure I understand why contracts would be awarded before bids are due. Can someone make sense of that? Completion date is 10/31/2015.
