If ISU and BYU are 12-0 in their championship game, is it #1 against #2?

Looking at the top 13 teams, including ISU and BYU, I could easily see that all of them have at least 1 loss by the end of the year, except BYU and ISU. Are they going to keep ISU and BYU ranked as low as they are if they are both 12-0?
