Fumbling Out of Bounds

What if they changed the rule that if a ball is fumbled out of bounds, it is a turnover? I'm watching the UNC-Baylor game and saw that twice in a very short period of time. The first was inside the 10 when the Baylor player fumbled as he neared the goal. A little bit later UNC fumbled out of bounds on their next series. Why should the ball go to the offense in those cases? The ball carrier should have to hang on to the ball.
