I watched this year's ISU-Iowa football game last night.
First 2 observations then a question.
Sam passed and ran the ball really good the first half.
Our defense played pretty good for most of the game.
On Iowa's first drive of the second they tied the score. We forced a fumble on our five yard line and one of their players picked up the ball and ran it into the end zone for a touch down. I noticed that he came in from out of bounds. After replaying it several times it's obvious that he went out of bounds under his own power and wasn't forced out by a Cyclone. He took a step or two towards the ball while he was still out bounds. He entered the field of play and picked up the ball and scored. My question is what is the rule on this? Is he a legal participant after he goes out of bounds on his own? If not what's the penalty? I know when a receiver goes out of bounds on his own he can't re-enter the field of play to make the catch. TIA
