According to the above link. Texas averaged 358 D1 college football players per year and the average signing class, nationally, is 19. There are 12 D1 colleges in Texas. Let's assume that their rosters are 85%(a quick scan suggests this is correct) Texas kids. That means 192 of the Texas kids stay in state. That leaves 166 recruits for the other 116 football programs to fight over or 1.43 recruits per school. If you reduce it to P5 schools not including Texas that gets you 3.32 TX player per P5 school outside of the state of Texas.
Let's compare to Georgia
Georgia produces 158 D1 football players per year and has 4 D1 colleges. A quick scan shows that the Georgia schools average 31.5% out of state on their roster. So 52 D1 recruits stay in Georgia every year leaving 106 D1 recruits for the other 124 schools to fight over or .85. If you reduce it to Pf schools 2 per P5 school
Florida
Produces 320 and has 7 D1 programs. Let's assume the same 85% (about right from a quick scan). That means 113 D1 players stay in state. That leaves 207 leaving the state for the other 121 schools or 1.7/school. Or 3.9 players per P5 school
California
Produces 236 D1 players and has 7 D1 programs. Assuming the 85% (not verified) used that means 113 D1 players stay in state. That leaves 123 leaving the state or 1 per school or 2.42 per P5 school

One could conclude that that the number of D1 players Texas produces is overinflated simply by the number of in state schools offering scholarships. I also thinks this shows the reluctance of Texas kids to leave their home state.
