Anyone else think Georges' 2nd foul was bogus?

I actually like Higgins as a ref (fun to mock the hair too), but I thought he made a bad call when he called Georges for a charge. They didn't show the replay on the video board (ugh), but I thought the guy was clearly still moving and it was Georges' 2nd foul. Anyone else?
