After the leg whip penalty which occurred on first down, the ref announced it was still 2nd down. Was that an error by the ref? Should it have still rolled back to 1st down? Then, on the much debated "late" procedure penalty, the ref said "the play never happened", shouldn't the game clock have been reset to the time of the penalty (wasn't reset).
